No, each membership is tied specifically to the account on which they were purchased and can't be transferred or reassigned to any other account.
If you want to cancel Premium on one account and sign up for it on another account, that is perfectly fine. However, all perks will be reset (no collectible cards, no Charter access, etc.) and won't move over from the cancelled account! Also note that all sales are final and there are no refunds.
