I am trying to activate another VIP Raffle Ticket. Why isn't it working?

If you have activated a Neopies VIP Raffle Ticket 7-Pack, you will not be able to activate
another ticket pack. You will be able to purchase more tickets, but you can only activate one 7-
pack per account.
